My Evil Genius theory ... he's trying to suppress letting off a terrifying Prozium fart. It causes intestinal gas in about 1.4% of users you know.

Maybe.. this is just a guess, now, as I've never seen the movie before, but it could be very possible that its just before he gets his very first dose of Prozium, and he heard, saw, thought, or someone told him something incredibly funny and is trying to suppress a laugh to keep himself from being found out too early by the Clerics so instead makes that face in reaction to it. Well, it could be he's trying to suppress his excitement about meeting up with the lady below? I don't know why I haven't recognized these two before. Seems like I have to watch the film again... A dozen times I think these sense offenders are trying to kill themself with smiling in public or they are feeling just for a short time and aren't able to control their facial expressions yet. They have to be combusted anyway... Or they're supernumeraries, who didn't understood the script or haven't read it.

Just thought of something else a few moments ago. He could've been bored with the announcement that the speaker was giving, and either mentally disrobed said speaker until he/she was just standing there in their undergarments or been daydreaming about other things until the announcement was over with. Anyway, after taking a good look at the picture, I noticed that there was another guy sitting across from him with *almost* the same expression on his face.

lemme ask you guys this. i often find myself smiling/smirking for no reason. makes people think i'm insane too. i've seen and heard of other people doing the same. could it be that prozium doesn't affect this "condition"? that may account for this smiling folks.

Well, naturally. We have to remember that Prozium doesn't eliminate ALL emotion. It doesn't efface basic instincts. What it does, is wipe out the "dizzying highs and abysmal lows." It certainly doesn't cure facial tics or nervous mannerisms.
