Two Five-SeveN semi automatic pistols that fire a heavy round while holding 20 rounds of ammunition. Or two glock 17's with full-automatic 30-40 round magazines.

Well, now ... I think Clerics could be called upon to undertake different sorts of missions that might call for alternate armament sometimes. I can envision situations in which sword, stick/staff, and hand-to-hand would be called for, as well as occasional need for proficiency with shoulder-fired weapons such as carbine, rocket-launcher, or M-79. Also, I don't think black uniforms are necessary all the time. I think what the Germans called Feldgrau might be actually better in an urban environment; and I happen to think it's actually as cool as black, and maybe cooler. I can also envision camo in certain uncommon situations.

I should think that the Tetragrammaton Cleric would be more akin to a Detective or Inspector. They should dress somewhat obscurely, as they do in the film. They do wear all black, and have a rather unique looking coat. But these do not cause them to overly stand out in a society that shares the same overall wardrobe style. As Libria is a Police State where everything is provided by the state, most everyone has the exact same clothing style.
For firearms, the choices are simple. You need high capacity and bomb-proof reliability. Glocks immediately come to mind. There are 36-round magazines available for the Glock 18, which is the select-fire model of the Glock series of pistols. These high capacity magazines are interchangable with magazines from either the Glock 17 or 19, which can hold 17 and 15 rounds, respectively. This versatility would help with concealing the pistol during the course of daily duties, as the 36-round magazines are very long. The Beretta M93 is also an excellent choice. It offers high capacity, reliability, and slective fire in semi-automatic or three- round bursts. Other excellent pistols are available from various manufacturers such as Heckler & Koch, SIG-Sauer, and Smith & Wesson just to name a few.
As far as the police and Sweepers are concerned, they are somewhat more unique. However that is because they are trained and equipped to accomplish a different mission. Where the police are there as exactly that, police, the Sweepers are more like assault troops; Libria's Stormtroopers, if you like. We see many of them equipped in heavy body armor and helmets that also offer full face protection. They should have a high quality sidearm, but one that only complements their duties. These servicemen are more like infantry, and should be equipped as such, which we see in the film. For the sake of logistics, it should at the very least use the same calibre of ammunition as the Cleric's weapons. Seeing as how the Clerics and Sweepers operate together regularly, this would only make sense.
What I would like to know is what kind of ballistic protection, if any, the Cleric's clothing offers? Seeing as how the Path to Becoming a Cleric is literally a lifetime commitment, you would think the state would find a way to protect such an expensive and rare asset. Yes, the Master of the Gun Kata is an opponent not to be taken lightly. However, the opperative word in gun fight is 'fight'. You may be able to statistically predict the 'traditional' trajectories of return fire. However, the Resistance is very obviously waging a guerilla war against the Tetragrammaton. They have even added Clerics to their ranks. Any resistance leader worth his salt would attempt to understand and study his opponent. As you have Clerics in your ranks, why not reverse engineer the process and create your own? Disect the Gun Kata and look for weaknesses to exploit? If you can accomplish that, you can develop tactics that can, at the very least, blunt the effectiveness of your opponent's strategy.
As we clearly observe, the Cleric's uniform offers no protection whatsoever to bullets as well as edged weapons. Preston kills his partner with a single shot to the chest. The he cuts right through Brandt's uniform, shoulder holster rig and all. But, I apologize. I have digressed and gone on a rant.
