I was under the impression that only the top government officials such as Dupont, and at most a few inner circle members such as Brandt, etc, were supposed to be hypocritical sense offenders avoiding Prozium.
But apparently, when Preston was trying to save the dog in the trunk of his car in the Nether, there was a gunfight when at least one of the Sweepers actually said an R rated 4 letter word. This means that even the Sweepers are hypocritically avoiding Prozium, but it should not be that way...
Any theories?

Well, remember that Prozium was never meant to turn people into robots. It was simply meant to suppress the "dizzying highs and abysmal lows." That is, unreasonable emotional displays. I submit that, if you suddenly discover one of your leaders is a traitor, and find yourself in a gun battle with him, that the uttering of an Anglo-Saxonism isn't an unreasonable emotional display.

True, but although it is reasonable to expect the Sweepers to get angry and express aggressive emotions when they discover that the highest ranking cleric is a traitor, it is their choice of R-rated four letter words that seems impossible (if they are not hypocritical high ranking Tetragrammaton Council members.)
In fact, if the Sweepers were trained in a government-controlled school and family environment, then even in high school they would not hear and learn these 4-letter words. In a modern society, these days children start learning the four letter words at the junior high school level, but in a totally controlled school environment, the children would not have a chance to hear and learn these words.
In summary, when the Sweepers realize that Preston is a traitor, they should have expressed their negative emotions only by shouting statements in more formal English, such as: "Kill the traitor", etc, but not such four letter words.
