I believe its a modified beretta.
The barrel part specifically is where most of the change is made.

The Cleric Sidearm is a highly modified Beretta 92FS, converted to fire on full auto, and given (among other things) a hefty barrel extension. I do not know if the caliber has been altered as well, but from the way it perforates those sweepers i would guess it runs on something other than the standard 9mm Parabellum rounds that the Beretta fires. As for the movie's other guns, i counted H&K G36, Kalashnikov AK-47 and Nikonov AN-95 assault rifles, H&K MP5K and FN P90 submachineguns, a Walther WA2000 rifle (used to shoot the dogs) and Remington 870 tactical 12 guage shotguns. There were a few other things in use among the rebel forces, but i'd have to see the movie again to pick them all out

From the thread below you can find a person claiming to have been involved in making the guns that were used in EQ. equilibrium.proboards17.com/index.cgi?board=general&action=display&thread=1063222537The Beretta 92FS was not the only model used as a base for the Cleric Sidearms (except in the scenes where the guns were shown at a close range and those were definitely modifyed 92FS) but they allso used the Beretta M93R and the Glock 17L It's a good thread if your interested in getting your own Cleric Sidearm ;D

I have a friend whos Dad makes replica guns. He makes them mainly for feature film productions... I showed him pictures, details, drawings of the gun. I asked for two... It'll be expensive(ish) and It'll take a while. But, it'll be cool. When they're both done... I want to e-mail JenGe a couple of pictures of them to show you guys... I don't own any webspace to host the images... When they're done... Could you post them on the board Jen?

I don't think that it was a 93R. I could be wrong; I haven't seen that flick in a long time. Since we're on the technical specs of Cleric sidearms, how is it possible that they are able to fire a modified Beretta with an extended barrel, top ejection, and a potentially higher caliber without any recoil whatsoever? Anyone else pick up on that?

No one's mentioned it, but the police forces also have FN P90s and Walther MPLS - sorry not being pedantic (nice forum by the way ) And it's not an M92FS, it's a "Blademaster II", a mod of the much used M9 pistol (and of the M92) appologies again, not trying to be rude... now, where do I register
