I'm not sure if this has been figured out, but I think I've found the film and the shot Wimmer was refering too when Preston is calling Dupont about discovering the resistance (The one where he promises to give a coke to anyone who can figure out where he stole the shot from).
Its Tim Burton's BATMAN. After the Joker has taken over the crime syndicate he is having a meeting with all the mob bosses (this is the scene where he fries the guy with his buzzer). The opening shot pulls back by the guy who gets fried and reveals the mob leaders sitting around the table with the exact same pacing and set up as the one in Equilibrium. I'm not sure, but I think thats the one Wimmer was refering too.
If anyone knows what I'm talking about, does Wimmer owe me a coke?

There seems to be a lot of simular shots from different films. I'm not sure how one can know for sure which is the correct one.

I have read several guesses in this respect, but I believe yours to be the best one I've read so far. I do recall that scene in Batman and the scene you describe from EQ is really close.
